The letter was written by Captain Philip Westphal who married Frances (Fanny) Davis. Fanny's sister was mother of Catherine Susan Howe thereby making Mrs. Joseph Howe his niece. It appears Fanny Westphal has died and the envelope and letter have black mourning borders.
