I am of opinion that the Commissioners have the controlling power over wrecked property and are authorized by these Acts to sell and receive the neat proceeds for the owner, they however by the law can order otherwise and if circumstances render it more for the benefit of the owner or his agent to give up the property and not to sell or dispose thereof they have the power to do so, and the Government I should suppose would so direct, much inconvenience might arise by adopting a different construction of these Acts.
