Commissioners do not here make any reference to the charges lately preferred against him by Robert C. Nicholls because, as yet, they have not been proved.
Under the circumstances, as above detailed, the Commissioners respectfully express their conviction, that Mr. Darby is not entitled to the extra compensation sought for by him, for the performance of duties, which in their opinion, were such only, as would have been done by any other capable and zealous officer, in charge of the Establishment.
All of which is humbly submitted
