The Governor in Council, on the report and recommendation of the President of the Executive Council dated December 18, 2024, and pursuant to Sections 7, 24, 25LB, 43A and 84 of Chapter 376 of the Revised Statutes of Nova Scotia, 1989, the Public Service Act, subsection 13(1) of Chapter 37 of the Acts of 2022, the Invest Nova Scotia Act, and subsection 10(1) of Chapter 70 of the Revised Statutes of Nova Scotia, 1989, the Civil Service Act, is pleased, effective December 19, 2024, to:

           (a)  revoke the appointment of Ava Czapalay as Deputy Minister of Labour, Skills and Immigration;

           (b) revoke the appointment of Justin Huston as Deputy Minister of Communities, Culture, Tourism and Heritage and Chief Executive Officer of the Office of L’nu Affairs;

           (c) revoke the appointment of Elwin LeRoux as Deputy Minister of Education and Early Childhood Development;

           (d) revoke the appointment Chris Collett as Associate Deputy Minister of Justice;

           (e) revoke the appointment of Loretta Robichaud as Deputy Minister of Agriculture;

           (f) revoke the appointment of Peter MacAskill as Chief Executive Officer of Invest Nova Scotia;

           (g) revoke the appointment of Tracey Barbrick as Deputy Minister of Seniors and Long Term Care;

           (h) appoint Tracey Barbrick as Deputy Minister of Advanced Education and Deputy Minister of Education and Early Childhood Development;

           (i) appoint Kathleen Trott as Deputy Minister of Seniors and Long Term Care;

           (j) appoint Janet Lynn Huntington as Associate Deputy Minister of Seniors and Long Term Care;

           (k) revoke the appointment of Cynthia Carroll as Associate Deputy Minister of Opportunities and Social Development;

           (l) appoint Cynthia Carroll as Associate Deputy Minister of Justice;

           (m) appoint Shelley James as Associate Deputy Minister of Opportunities and Social Development;

           (n) revoke the appointment of Byron Rafuse as Deputy Minister of Municipal Affairs; 

           (o) appoint Byron Rafuse as Deputy Minister and prescribe his duties to be the provision of strategic leadership related to housing;

           (p) appoint Vicki Elliott-Lopez as Associate Deputy Minister of Growth and Development and prescribe her duties to be the provision of strategic leadership related to housing;

           (q) appoint Joanne Munro as Chief Executive Officer of the Office of L’nu Affairs;

           (r) appoint Jason Hollett as Deputy Minister of Agriculture;

           (s) revoke the appointment of Christopher Shore as Associate Deputy Minister of Communities, Culture, Tourism and Heritage;

           (t) appoint Christopher Shore as Deputy Minister of Communities, Culture, Tourism and Heritage;

           (u) revoke the appointment of Sara Halliday as Associate Deputy Minister of Education and Early Childhood Development;

           (v) appoint Sara Halliday as Associate Deputy Minister of Communities, Culture, Tourism and Heritage;

           (w) appoint Mark Peck as Associate Deputy Minister of Education and Early Childhood Development;

           (x) revoke the appointment of Geoff Gatien as Associate Deputy Minister of Finance and Treasury Board and as Controller in the Department of Finance and Treasury Board;

           (y) appoint Geoff Gatien as Associate Deputy Minister of Health and Wellness; 

           (z) appoint Robert Bourgeois as Controller in the Department of Finance and Treasury Board;

           (aa) appoint Paul LaFleche as Deputy Minister of Public Works and Deputy Minister of Municipal Affairs;

           (bb) appoint Peter Geddes as Associate Deputy Minister of Public Works;

           (cc) revoke the appointment of Ryan Grant as Deputy Minister of Advanced Education;

           (dd) appoint Ryan Grant as Deputy Minister of Labour, Skills and Immigration;

           (ee) revoke the appointment of Vanessa Chouinard as Associate Deputy Minister of Health and Wellness;

           (ff) appoint Vanessa Chouinard as Associate Deputy Minister of Labour, Skills and Immigration;

           (gg) revoke the appointment of Fred Crooks as Chief Executive Officer of the Office of Service Efficiency;

           (hh) appoint Jennifer Church as the Chief Executive Officer of the Office of Service Efficiency;

           (ii) revoke the appointment of Peter Hackett as the Deputy Minister of Public Works; 

           (jj) appoint Peter Hackett as Deputy Minister and prescribe his duties to be the provision of strategic leadership for the Joint Regional Transportation Authority;

           (kk) designate Janet Lynn Huntington, Shelley James, Vicki Elliott-Lopez, Mark Peck and Peter Geddes as deputy heads within the meaning of the Civil Service Act;

           (ll) direct that Janet Lynn Huntington, Shelley James, Vicki Elliott-Lopez, Mark Peck and Peter Geddes shall receive benefits associated with the position of Associate Deputy Minister as may be determined by the Deputy Minister of the Office of the Premier;

           (mm) fix and determine the salary and benefits of Robert Bourgeois to be as determined by the Deputy Minister of the Office of the Premier;

           (nn) fix and determine the salary of Janet Lynn Huntington, Shelley James, Vicki Elliott-Lopez, Mark Peck and Peter Geddes to be at such rate as may be determined by the Deputy Minister of the Office of the Premier in accordance with the Senior Officials Pay Plan as it applies to Associate Deputy Ministers; and

           (oo) fix and determine the salary of Christopher Shore to be at such rate as may be determined by the Deputy Minister of the Office of the Premier in accordance with the Senior Officials Pay Plan as it applies to Deputy Ministers.
