Message of Lieutenant Governor to Assembly, stating that experience has convinced him that "the mode which has been adopted for several years past relative to the distribution of the monies granted for the making and repairing of Roads and Bridges, as well as for the payment of the different sums and the accounting of the Commissioners, is liable to very serious objections", and recommending that the House grant a sum "to be laid out by commissioners named and appointed by the Lieutenant-Governor, and pursuant to such particular Instructions as they may respectively receive from him and accountable, as the Law require to the executive Government only". Further recommendations of sums for completing Govt. House, for a clerk for Treasurer's office, for repair of school house, for Sable Island establishment, and for annual repairing of firearms issued to militia. Signed.
