Draft of petition of Assembly to the Prince Regent stating advantages in fishing trade granted to United States by treaty of 1785, which operates against the interests of British colonies, especially N.S., unpleasant dependence of N.S. on U.S. because of their superior advantages. Praying that when peace treaty is made U.S. will not be allowed to trade with the West Indies.

22 February 1813

William Sabatier to Wilkins. Success of solicitations of Committee of Trade, who have kept three objects in view: Protection of coasts, procuring convoys for trade and securing interests of colonies in case of treaty between Great Britain and United States. Their plan for protection is to receive ministerial consideration; solicitations of London committee of merchants trading to northern colonies have obtained convoys; Mr. Atcheson (Sec'y of London committee) able to convince Commons that they should prohibit importation of foreign fish into the West Indies. Committee lay before Assembly nine acts of Parliament, four of which were solicited by London committee; calls attention to No. 6 "by which the British colonies are now able to extend the whole of their importations to and from each other and indulgence, as is also that of trading to the Mediterranean without touching at an English Port often solicited by, but never granted to the old colonies." Since their abilities are being fairly advocated in England, prospects of prosperity for northern colonies are good. Signed.

William Sabatier to Wilkins. In receipt of letter of 7th instant and enclosure, which have been communicated to the committee. Transmits extracts of Committee minute book showing circumstances of applications to ministers. Signed. Enclosures: (1) Extract from memorial to Castlereagh, dated 18 Nov. 1808, praying that foreigners be prohibited from carrying fish to West Indies, and that protecting duty on lumber be paid by foreigners to be given in bounties to British subjects importing it. (2) Extract from memorial to Castlereagh, dated 17 Jul. 1809, claiming equal consideration re: fish to W.I. that has been extended to British merchants importing beef, pork etc. into W.I. (by the King prohibiting foreign importation of these articles).
