     At a Council held at the Livt Govd of August 1727 A. M.

     His Honr laid before the Board a Letter from three the Traders of & to Sign'd Will.m Winniet, James Blin & Joseph Bissel, con.t some proposals about Supplying the Garrison with provisions provided He would give proper Receipts whereby they might apply to Mr. Borland the Contractor to be paid for the Same Read as likewise the Contract & Sevl papers relating to ye Victualling

     Resolved that the aforesd Traders proposals to the LivtGovernor are malicious Insolent & false Mr. Borland being no longer Contractor he having broke the Same by his nonperformances of the obligations thereof, of Which Winniet & Bissel cannot but be Sensible Since upon the Survey of the S.d Borlands pork last fall by Order of the Honble LivtGovernor Doucett they Reported that the Same was bad not corn\ fed & very Rusty Which is Expressly against the Tenor of His Contract & that their Requiring [207] Receipts in order to apply to the Said Borland for payment is an obstacle Maliciously Inserted on purpose to putt it out of the LivtGovernor's power to accept of the provisions they offer without involving himself in disputes & Troubles with said Borland & doing to himself & the Garrison in General the greatest prejudice & Injustice
 





     Then His Honour acquainted the Board of Mr Blins Insolent behaviour to him on Monday last upon the publick parade before most of the Officers & Soldiers of the Garrison Where after a great deal of disrespectful Language & unmannerly Gestures he at length told him that he would not give him two pence for His Commission
 
Mr Blinn Committed to prison for his behaviour to the Lv.t Gov.
