Philipps's Commission. [4

For the Government of Nova Scotia 1719: to be (1) "our Governor, of Placentia in Newfoundland & Our Captain General and Governor in Chief in and over Our Province of Nova Scotia. or Accadie in America"; (2) grants powers to appoint Council, not exceeding twelve, five constituting a quorum, (3) and to administer to them the usual oaths; (4) and "to levy, Arm, Muster, Command and Employ all Persons whatsoever Residing within our Said Province of Nova Scotia, Under your Government, and as Occasion shall [word illegible] to March from one place to another, or to Embark them for the Resisting of all Enemys, Pirates and Rebels both at Sea and at Land, and to transport Such forces to any of our Plantations in America, if necessity Shall Require for Defense of the Same, against the Invasion or Attempts of any of our Enemys, and Such .Enemys, Pirates or Rebels, if there shall be Occasion, to pursue & prosecute in and out of the Limits of our Said Province, and if it shall so please God, them to Vanquish, apprehend and take, and being taken, According to Law, to put to Death or keep and preserve alive, at your Discretion, and to execute Martiall Law in time of Invasion, Insurrection or Warr, and to Do and Execute all and every Other thing and things which to our Captain General & Governor in chief doth or ought of Right to Belong; "(5) and to adjudge and settle all claims and disputes in regard to land in the province; (6) "And We do hereby Give and Grant unto you the Said Richard PhìIìpps or to any five or more of the
