Partnerships and Co-operation

The Department of Municipal Affairs and the Union of Nova Scotia Municipalities (UNSM) encourage and promote co-operation between municipalities to maximize resources and enhance service delivery in municipal government. Attention to detail in the planning and negotiation phases of a project, dedication, and enthusiasm help ensure a successful inter-municipal project.

Anti-Racism Toolkit for Municipalities

The Racism-Free Workplace Strategy of Human Resources and Skills Development Canada (HRSDC) supported the creation of this Toolkit, which was developed by The Canadian Commission for UNESCO.  The Toolkit provides practical information to support the work of municipalities and their partners in strengthening local initiatives and policies against racism and discrimination.

Inter-municipal agreements may be the best solution or the only option for a municipality to pursue. This handbook proposes best practices for inter-municipal partnership and co-operation.

Regional Service Delivery Cost Sharing Resources

This guide provides best practices and considerations for municipalities entering into a shared service agreement with two or more municipalities. It includes suggestions for developing a cost sharing formula and can be used along with the Cost Sharing Template.

This template can assist municipalities in determining how they will cost share services with one or more municipalities. It is an automated Excel workbook that municipalities can complete on their own. Through the use of different scenarios, municipalities can estimate and divide the costs of sharing services.

This guide discusses and identifies best practices for public private partnerships recognizing that using private sector expertise and resources to address public sector needs can have its advantages.
