Firearms Licencing System Modified

Experienced firearms owners will now have a simpler option to meet the safety training requirements outlined in the federal Firearms Act, Justice Minister Michael Baker announced today.

The act requires individuals applying for a possession and acquisition licence to successfully complete the Canadian Firearms Safety Course. However, those who demonstrate knowledge of the laws, safe handling and use of common hunting or sporting firearms may forgo the course and apply for alternate certification.

There are two processes in place. Experienced firearms owners who have continuously owned a firearm since 1979 may obtain certification by phone or in person at four offices around the province. After receiving an application, individuals will be asked to respond to random questions on the safe handling and use of common firearms. A pass mark of 80 per cent is required.
Should applicants fail the telephone test, they have the option of retesting in person. Successful applicants will then be issued an alternate certification letter by the chief firearms officer.

Current and former police officers who have continuously owned a firearm since Jan. 1, 1979, can identify themselves and an application will be forwarded. They will be required to answer questions in writing relating to their firearm experience and training. Those employed as enforcement officers with the Department of Fisheries and Oceans, Department of Natural Resources as well as military police may also seek alternate certification.

"We have heard the concerns of Nova Scotians regarding the alternate certification process. My colleagues, Brooke Taylor and Bill Dooks, were vocal in bringing them forward," said Mr. Baker. "These steps will make the system much less cumbersome and will recognize the fact that many firearms owners are fully aware of the safety precautions required in handling firearms."

All firearms owners are required to obtain a firearms possession only licence or a firearms possession and acquisition licence by January of 2001.
