Nova Scotia Reviewing New Home Construction Concerns

Public and industry concerns over new residential construction, including condos, will be investigated by the province. Service Nova Scotia and Municipal Relations Minister Jamie Muir announced the investigation, which will involve public consultations, today, Nov. 22.

Concerns deal with poor workmanship, such as leaking water pipes, and water penetration from outside, and the lack of recourse for home-buyers.

"I am aware of various concerns from those involved in the construction industry, as well as purchasers, relating to the construction of new homes, including condos," said Mr. Muir. "I believe that these concerns warrant more investigation by government."

A steering committee of provincial and municipal employees will manage the effort. The committee plans to hire a consultant to analyse concerns, research best practices in this area, and recommend appropriate measures to address them. Broad consultations will also be done to help identify issues and possible solutions fair to all parties. All interested parties will have an opportunity to provide input.

The consultant should be in place in early 2008, with consultations slated to begin this spring.

Plans to review the Condominium Act have begun. An advisory committee will be struck to be part of the process, which will include government representatives, unit owners, developers, property managers and others.
