Preliminary Convention Centre Reports Released

Transportation and Infrastructure Renewal (Oct. 2007 - Feb. 2021)

The province today, April 30, released documents related to the proposed development of a new convention centre in Halifax.

"I am committed to being open and transparent about this major potential development and asked staff to ensure we released these documents. I am now confident we have provided everything possible at this point in the process," said Transportation and Infrastructure Renewal Minister Bill Estabrooks. "We will continue to move forward with careful consideration as we work toward a final decision."

A request for proposals for a new convention centre was issued in October 2009 and a submission is due in July 2010.

The reports include preliminary information on current convention centre needs, future business potential, economic impacts and recommended ownership and operation models. The reports formed the basis of the decision to issue the request for proposals to the Rank Group, which was selected as the preferred proponent through an earlier expression of interest process issue by the province and Halifax Regional Municipality (HRM).

In its submission, Rank will be required to outline a design and facility management plan, financing plan and price. The reports will be used to evaluate the submission, along with other information now being developed, including an independent cost estimate and additional market research. A final decision on whether the project will proceed will follow that evaluation, and is contingent on the availability of federal and municipal funding. Discussions continue with the federal government and HRM regarding funding.

The public will be given an opportunity to provide input before a decision is made.

"We look forward to receiving the submission this summer and doing a thorough review to determine if this is the right project at an affordable price. It will be important to hear from the public on a project of this magnitude before a final decision is made," said Mr. Estabrooks.
