Municipal Finance Corporation Announces New CEO, Board Members

Families across Nova Scotia will benefit from continued financial support for community infrastructure projects by the Municipal Finance Corporation.

The corporation provides long-term, low-interest loans to municipalities, district health authorities and school boards for projects such as water and wastewater, hospitals, streets, buildings and recreation.

Robert Houlihan, a certified general accountant with more than 20 years of municipal finance experience, is the new chief executive officer of the corporation.

"I welcome Mr. Houlihan and the new and returning board members to their positions, and wish them every success," said Ramona Jennex, Minister of Service Nova Scotia and Municipal Relations. "They carry out important work supporting health care, education and strong communities throughout the province."

Three returning directors, and three new members have been appointed to the board. A sixth seat was added to represent municipal administrators.

In 2009-10, the Municipal Finance Corporation issued more than $114 million in loans to 30 municipalities and three municipal enterprises.


The members appointed to the Municipal Finance Corporation board are:

  • Byron Rafuse, associate deputy minister, Department of Finance
  • Marc Britney, Town of Middleton (UNSM)
  • Keith Hunter, Municipality of the County of Cumberland (UNSM)
  • Cathie Osborne, Association of Municipal Administrators (AMA)
  • Janet Murphy, Member at Large
