Health and Wellness

Recovery services will be available as early as April to people in Cape Breton, the province announced today, Feb. 6.

"We know that the people of Cape Breton have been anxious to have this issue resolved, and so have we," said David Wilson, Minister of Health and Wellness. "We needed to take the necessary time to ensure that an appropriate and suitable solution for Cape Breton was in place. I'd like to thank the people of Cape Breton for their patience during this time."

The province issued a request for proposal last fall. It will provide $392,000 to operate the recovery house, including staff.

Talbot House is an independent, non-profit organization overseen by a board of directors. It provides housing and supports for up to 21 men in recovery from addiction, using an abstinence-based philosophy.

The Talbot House board welcomed the chance to re-open.

"We are profoundly grateful for the unwavering support of our local communities, the inspiration provided by the courage of our former residents, the integrity of our executive director and staff, and the leadership and resolve of the premier in helping to re-establish Talbot House as a facility in Cape Breton that will continue to serve the needs of addicted men across the entire province of Nova Scotia," said Dr. John Gainer, board chair.

"The board also appreciates the opportunity to renew relationships with the Department of Health and Wellness and the Cape Breton District Health Authority, and benefit from their expertise and commitment to address the complex needs of addicted individuals.

All five recovery houses in Nova Scotia, including Talbot House, are have been invited to submit a proposal for one-time funding of up to $52,000 each to develop and train staff and/or for minor improvements or administrative costs. Talbot House, the Freedom Foundation in Dartmouth, and the Marguerite Centre in Timberlea have submitted proposals and been granted funding. The department will review other proposals as they are submitted.
