Industrial Inquiry Commission to Help End Labour Dispute

An Industrial Inquiry Commission will start in August to help end a prolonged labour dispute between the Halifax Herald and the Halifax Typographical Union.

“After 18 months with no resolution, it is clear this is an exceptional circumstance that needs action,” said Derek Mombourquette, acting Minister of Labour and Advanced Education. “I am hopeful this will help put an end to the dispute and allow both parties to begin the process of rebuilding their relationship.”

The Industrial Inquiry Commission process will begin with mediation between the parties. If a voluntary agreement is not reached, the commissioner will investigate the causes of the dispute. The commissioner will then report his findings and potential recommendations to the minister.

Experienced mediator and arbitrator William Kaplan, who was most recently appointed by the Government of Canada to mediate the Canada Post dispute, has been appointed commissioner.
