Legislation to Support Windsor and West Hants Consolidation

Municipal Affairs (April 2014 - May 2019)

Legislation introduced today, Sept. 25, will allow the consolidation of the Town of Windsor and the Municipality of the District of West Hants.

In July 2018, the councils for these two communities passed motions agreeing to enter into negotiations to consolidate through legislation and form a regional municipality.

“The councils in Windsor and West Hants have recognized that it is important to look at ways of doing things differently and to work together,” said Chuck Porter, Minister of Municipal Affairs. “A larger regional municipality will allow for more effective decision-making in areas of land use, infrastructure and economic development.”

This legislation will address transitional matters and will outline:

  • the appointment of a transition co-ordinator and establishment of a transition co-ordinating committee
  • the responsibilities of the transition co-ordinator and the co-ordinating committee

The co-ordinating committee will consist of the transition co-ordinator along with the mayor and deputy mayor of Windsor and the warden and deputy warden of West Hants.

It is anticipated that the consolidation will be completed by April 2020. Upon incorporation of the new regional municipality the provisions of the Municipal Government Act will apply.
