Transition Co-ordinator for Windsor-West Hants Consolidation

A transition co-ordinator has been appointed to manage the consolidation of the Windsor and West Hants municipalities.

Kevin Latimer will manage the consolidation in conjunction with a transition committee which will include the mayor and deputy mayor of Windsor and the warden and deputy warden of West Hants.

Mr. Latimer is a lawyer with Cox and Palmer in Halifax and has extensive experience in advising municipalities on governance, statutory authority, land use, infrastructure, development, municipal planning and regulatory issues.

“We are thrilled to have Kevin as our transition co-ordinator,” said Abraham Zebian, warden for the Municipality of District of West Hants. “His knowledge, experience in the municipal world, and enthusiasm for the task will lead us forward in a very successful transition to create the fourth regional municipality in Nova Scotia.

“We are pleased with the choice and the town looks forward to working towards a brighter future for all of our communities in a new regional municipality,” said Anna Allen, mayor of Windsor.

The municipalities of Windsor and West Hants are in the process of a voluntary consolidation. In July, the councils for these two municipalities passed motions agreeing to enter negotiations to consolidate through legislation and form a regional municipality. Legislation was passed during the fall sitting of the legislature to allow the consolidation to proceed. It is expected to be completed by April 2020.

Upon incorporation of the new regional municipality the provisions of the Municipal Government Act will apply.
