Road Closures and Bicycle Racing - Approval
Who Needs This Approval?
Any individual or group who wants:
- to close a public street or highway for a non-essential purpose (street party, festival, filming, etc.), or
- to sponsor a bicycle race on a portion of a public highway
Note: this approval is given by Ministerial Order only.

Application Forms & Process:
Road closure:
- an applicant must submit a letter of request to close a road to the Department of Public Works giving date, time and section of road involved. The letter is to be accompanied by a petition from all affected residents and businesses signifying they have no objections to the closure
- an assessment is performed by the District Traffic Supervisor as to the suitability of the request
- the applicant will be notified in writing of the decision and if approved, a copy of the Ministerial Order will be provided to the applicant
Bicycle race:
- an applicant must submit a letter of request to close a road to the Department of Public Works giving date, time and section of road involved. The letter must be accompanied by a copy of liability insurance certificate for $1,000,000
- an assessment is performed by the District Traffic Supervisor as to the suitability of the request
- the applicant will be notified in writing of the decision and if approved, a copy of the Ministerial Order will be provided to the applicant
Waiting Period:
10 business days
Provided that all the items that must accompany the application have been received.
Expiry & Renewal:
This approval is valid only for the dates specified in the Ministerial Order.

Related Requirements:
For certain road closures on higher functional highways, police approval is sought by the District Traffic Supervisor.
Additional Information:
Road closures that involve intermittent closure of the street must employ accredited traffic control persons to perform traffic control.
All traffic control measures should conform to the provisions of the Temporary Workplace Traffic Control Manual.
Liability insurance is commonly required to cover the conduct of road closures and bicycle races. Insurance coverage may range between $1,000,000 and $5,000,000 depending upon the level of risk associated with the event.
