Frances has worked for the Province of Nova Scotia for more than 20 years. She began her career at the Department of the Environment in the early 1990s. She was heavily involved in the solid waste management strategy, the creation of the Environment Act, and development of national standards during the eight years she was with the department.
She has held senior positions with NSE, as well as with Tourism, Culture and Heritage, Business and Consumer Services, Treasury and Policy Board, and Priorities and Policy.
She joined the Department of Health and Wellness in March 2010 as the Associate Deputy Minister. She became Acting Deputy Minister in October 2013. On February 1, 2015, Frances was appointed Deputy Minister for Environment, returning her to the department in which she began her career.
