Nova Scotia’s housing starts (seasonally adjusted annualized rate) totalled 17,672 units in July 2025, the highest monthly housing starts units on record since January 1990. This was a 89.1% gain from the previous month's revised value of 9,345 starts.
Housing starts in Halifax rose to a seasonally adjusted annualized rate of 14,084 units in July 2025, the highest monthly housing starts units on record since January 1990. This was a 155.1% gain from 5,521 units in June 2025.

Outside of Halifax, housing starts rose to a seasonally adjusted annualized rate of 3,588 units in July 2025, down 6.2% from 3,824 units in June 2025.

Across Canada, housing starts rose to a seasonally adjusted annualized rate of 294,085 units in July 2025, up 3.7% from 283,523 units reported in June 2025.

Housing starts were up in eight provinces in July 2025, with the fastest percentage gains in Prince Edward Island and Nova Scotia. Alberta and British Columbia reported monthly declines in housing starts. (Note: monthly changes in seasonally adjusted annualized housing starts are often volatile).

Nova Scotia's housing starts were up 176.1% compared with the 6,401 unit pace set in July 2024, the fastest gain among provinces. Halifax housing starts were up 281.7% from their rate in July 2024 (3,690). Housing starts outside the city were up 32.3% year-over-year from their pace in July 2024 (2,711). Across Canada, housing starts were up 6.7% year-over-year in July 2025 with gains in seven provinces. Manitoba reported the steepest decline in housing starts year-over-year.

In unadjusted results for Halifax in July 2025, there were 1,193 housing starts and 199 completions. The stock of units under construction rose to 12,571 units in Halifax from the previous month, up 14.6% from units under construction in the same month last year (10,970).



Year-to-date (January-July 2024 vs January-July 2025)
Nova Scotia housing starts rose 16.2% in the first seven months of 2025 compared to the same period a year ago. Halifax housing starts have increased 17.1% in January-July 2025 compared to the same period a year ago, while housing starts in the rest of Nova Scotia rose 13.9%. Nationally, housing starts grew 3.0% in the first seven months of 2025, with gains in six provinces. Saskatchewan posted the largest gain while Ontario posted the fastest decline in housing starts.
