HOUSING STARTS, NOVEMBER 2025

Monthly (November 2025 vs October 2025, seasonally adjusted annualized rate)

Nova Scotia’s housing starts (seasonally adjusted annualized rate) totalled 7,579 units in November 2025. This reflected 11.9% decline from the previous month's revised value of 8,603 starts. 

Housing starts in Halifax fell to a seasonally adjusted annualized rate of 4,820 units in November 2025. This reflected 28.7% decline from a revised 6,763 units in October 2025.

Outside of Halifax, housing starts increased to a seasonally adjusted annualized rate of 2,759 units in November 2025, up 49.9% from a revised 1,840 units in October 2025.

Across Canada, housing starts increased to a seasonally adjusted annualized rate of 254,058 units in November 2025, up 9.4% from a revised 232,245 units reported in October 2025. 

Housing starts were up in five provinces led by New Brunswick and Manitoba in November 2025. Saskatchewan and Prince Edward Island reported the fastest monthly decline in housing starts.  Note: monthly changes in seasonally adjusted annualized housing starts are often volatile.

Year-over-year (November 2025 vs November 2024, seasonally adjusted annualized rate)

Nova Scotia's housing starts were up 20.5%, compared with the 6,292 unit pace set in November 2024. Halifax housing starts were up 31.8% from their rate in November 2024 (3,656). Housing starts outside the city were down 5.0% year-over-year from their pace in November 2024 (2,636). Across Canada, housing starts were down 5.0% year-over-year in November 2025 with declines in six provinces led by Saskatchewan. The fastest gains were reported in Manitoba and New Brunswick.

In unadjusted results for Halifax in November 2025, there were 398 housing starts and 178 completions. The stock of units under construction rose to 13,429 units in Halifax from the previous month, up 28.6% from units under construction in the same month last year (10,440).

Year-to-date (January-November 2024 vs January-November 2025)

Nova Scotia housing starts rose 25.8% in the first eleven months of 2025 compared to the same period a year ago. Halifax housing starts have increased 32.0% in January-November 2025 compared to the same period a year ago, while housing starts in the rest of Nova Scotia rose 11.8%. Nationally, housing starts grew 4.0% in the first eleven months of 2025, with gains in all provinces except Ontario, Newfoundland and Labrador, and British Columbia. Prince Edward Island and Saskatchewan posted the largest gains while Ontario posted the fastest decline.
