Normally the Board certifies on a single employer basis (plant by plant) but may in certain circumstances approve a multi-location unit. It should be noted that the Board cannot change the geographic description of the unit applied for.

The Board pays particular attention to the true wishes of the employees rather than the wishes of the union or the employer.
