Phase 2 is being led by a Steering Panel appointed by the Minister of Natural Resources. The Chair is Retired Chief Justice Constance Glube. Panel members will abide by a set of Guiding Principles and function according to an established Terms of Reference.
The Steering Panel will administer the Phase 2 process and oversee the work of four Panels of Expertise, one each for the four topic areas. In Phase 3 the Steering Panel will review the draft Strategy prepared by DNR to ensure it accurately reflects what was heard in Phases 1 and 2.
