Description
This is to advise that on 29 October 2026, Scotian Materials Limited registered the Goffs Quarry Expansion - Phases 3 and 4 Project, Halifax County for environmental assessment, in accordance with Part IV of the Environment Act.
The purpose of the proposed undertaking is to expand the existing Goffs Quarry, located on PID 00505941 in Goffs, Nova Scotia, approximately 2.86 km southwest of Halifax Stanfield International Airport. The quarry has been in operation since June 2017. The proposed expansion would increase the total quarry footprint from approximately 18.4 hectares to 41.6 hectares, representing an expansion of 23.2 hectares. The proposed expansion will be developed in four phases and will support the continued extraction and production of aggregate products used primarily for asphalt, road construction, airport infrastructure and other construction activities. The quarry will include a quarry floor and working face, areas for crushing equipment, aggregate and overburden stockpiles, a wash plant, weight scales and sedimentation ponds. Quarry operations will include drilling and blasting, crushing and screening, stockpiling and transportation of aggregate materials. Existing water management infrastructure will be used and expanded as required to manage surface runoff and quarry drainage. The project is anticipated to commence in 2027, with an average production rate of approximately 300,000 tonnes per year and estimated rock reserves exceeding 14 million tonnes. Depending on market demand, quarry operations are expected to continue for approximately 25 to 30 years, with decommissioning and restoration anticipated between 2057 and 2082.
Minister's Decision
On or before 18 December 2026, the Minister of Environment and Climate Change will decide if the project can be granted conditional environmental assessment approval.
